The Reds have brought in Konstantinos Tsimikas, Thiago Alcantara and Diogo Jota so far this summer with just a few weeks to go before the transfer window closes.
Sarr terrorised Liverpool by scoring twice against them in February and France Football claim Liverpool have reached an agreement with Watford to sign Sarr, 22, for around £36million.
The Senegal winger scored five goals, including a brace in the 3-0 win over Liverpool in February, and also registered four assists as Watford were relegated from the Premier League last season.
Sarr joined the Hornets for a club record £25m fee from Rennes last season, but is yet to feature under new boss Vladimir Ivic this term.
He has been linked with moves to Manchester United and Everton in recent months.
However, the Reds appear to be leading the race for his signature with Jurgen Klopp keen to further improve his attacking options. Diogo Jota was bought in on Saturday to rival Sadio Mane, Mohamed Salah and Roberto Firmino for a starting place. (TalkSport)
